The lunar economy is coming. That much seems certain. But the way we're structuring incentives right now guarantees that ordinary people will subsidize extraordinarily wealthy interests, while actual scientific discovery gets treated as an afterthought.
Consider what's happening in plain sight. Government agencies are spending billions to develop lunar infrastructure: landing systems, power generation, communication networks, habitats. These aren't frivolous projects. But who ultimately benefits when these capabilities exist? Hint: it's not the researcher studying lunar geology or the graduate student analyzing regolith samples.
The current model treats public investment as a down payment on private profit. Space agencies develop the hard part, the risky part, the part that requires sustained government funding across multiple administrations. Then commercial operators arrive, rent the infrastructure cheaply, and scale operations that were always going to be profitable once the foundational work was done. It's not quite privatizing gains while socializing losses, but it's uncomfortably close.
Look at the efficiency argument. When you hear industry advocates say commercial approaches are cheaper than government-only models, they're technically correct. But cheaper compared to what baseline? Cheaper when public agencies have already absorbed the development risk and capital costs. Ask whether those companies could have built any of this themselves from scratch, and the answer becomes murky.
The Moon matters scientifically. We're talking about understanding planetary formation, searching for resources that could support long-term human presence, studying how life responds to low-gravity environments. These questions don't have billionaires bidding against each other at auction houses. They have researchers hoping their grant proposals land in the "funded" pile.
Yet the incentive structure increasingly rewards whoever can turn lunar activity into a commercial line item. Tourism, mining, manufacturing in microgravity, orbital refueling stations. These aren't small things. But they're not the same as scientific discovery. And when budgets tighten, when priorities get ranked, guess which activities get squeezed.
Reports about repurposing existing rovers or adapting technology for lunar missions highlight another dynamic worth examining. When the calculus includes billion-dollar price tags for bringing equipment to the Moon, who decides what goes and what stays? Usually whoever controls the funding. Right now, that's increasingly private operators with commercial missions.
This isn't an argument against commercial space activity. Markets drive innovation. Companies do move faster than government agencies in certain domains. But there's a meaningful difference between encouraging commercial innovation and structuring the entire lunar economy around commercial interests.
The concerning part is subtlety. Nobody's explicitly saying "science comes second." The rhetoric suggests harmony. Public-private partnership. Shared goals. Everyone benefits. But incentives tell a different story. When government spending creates the foundation, and commercial operators capture the value, resources naturally flow toward commercial applications. Scientists become guests at their own research site.
What might fairer incentives look like? Harder to say in an opinion column than in reality. But at minimum, they should explicitly reserve capacity for research missions at competitive rates. They should include regulatory frameworks that prevent monopolistic control of key lunar resources or locations. They should fund curiosity-driven science at comparable scales to commercial development.
The Moon will be developed. The question is whether ordinary taxpayers are subsidizing billionaires' ventures while scientists compete for crumbs. Right now, the incentive structure suggests they are.
