Most coverage treats the surge in lunar ambitions as separate policy challenges to be managed independently. It is better understood as a signal that we are about to test whether humanity can govern shared resources at all, and we are woefully unprepared for what that test will reveal.
The conversation around the moon has split into comfortable silos. Environmentalists worry about contamination and debris. Engineers celebrate technical milestones. Diplomats discuss treaties written for a different era. Industry players plan extraction and habitation. These are all real concerns. None of them are the actual problem.
The actual problem is that we have no functional system for preventing a tragedy of the commons on the lunar surface, and we are about to discover this gap at scale.
Consider what's happening in miniature. Multiple nations and private entities are deploying hardware to the moon with increasing frequency. Each mission has scientific or commercial merit when evaluated individually. But there is no central authority tracking what gets left behind, no enforcement mechanism for responsible resource use, and no agreed framework for resolving conflicts when interests collide. The Outer Space Treaty exists, but it was written in 1967 when humanity had sent exactly three spacecraft to the moon. It is a document of good intentions applied to a problem that didn't yet exist.
Now the problem exists.
The moon is not infinite. Landing zones that offer solar power, stable temperatures, and access to water ice are genuinely scarce. The near side has maybe a dozen such locations worth serious competition. What happens when five nations and a dozen companies want the same real estate? What happens when one actor's mining operation destabilizes another's research site? What happens when debris from a malfunctioning satellite becomes a hazard to someone else's infrastructure?
The current instinct is to treat these as they emerge, one at a time, through diplomatic negotiation or industry standards. This approach works when conflicts are rare. It collapses when they become routine.
Here's what should alarm us: We know this pattern. We have watched it play out on Earth. Oceanic fisheries collapsed because individual actors had no incentive to restrain themselves. Atmospheric carbon accumulated because the cost of restraint fell on the actor while the benefit dispersed globally. These are not new problems. They are problems we have struggled with for decades. And we are about to recreate them on the moon with even fewer governance tools.
The optimistic view is that lunar actors are rational and will self-regulate to avoid mutual destruction. The historical view is that this optimism has been misplaced every single time we have relied on it.
The moon's scarcity will drive behavior. Countries pursuing strategic advantage will cut corners. Companies pursuing profit will externalize costs. Scientists pursuing discovery will generate hazards they did not anticipate. None of this requires malice. It requires only the ordinary incentives that govern human behavior in contested environments.
What we should be doing now, before the scramble becomes urgent, is designing governance structures that acknowledge these incentives and build enforcement mechanisms into them. That means binding agreements with teeth. That means real-time monitoring and transparent reporting. That means consequences for violations. That means treating the moon as a shared resource that requires active stewardship, not a frontier that rewards whoever moves fastest.
Instead, we are moving faster. We are deploying instruments, planning bases, and dreaming of extraction. These are not bad goals. But they are goals we are pursuing in a governance vacuum. We will learn what that vacuum costs when it is far too late to learn it cheaply.
The moon will teach us whether we have actually learned anything about managing resources we cannot abandon and cannot divide.
